On 3 July 2020, at the plenary session of the Council of Ministers, the Prime Minister ordered the three Ministries – the Ministry of Environment, the Ministry of Agriculture and the Ministry of Land Management to roll out land for people living in protected areas. The state's wildlife and protected areas, including Samdech Techo:

1) For those who are actually living in the aforementioned state land, no further clearance of contraband is prohibited. So far, Samdech Techo has observed that only the powerful and the rich use the small ones to exploit their land. As for the gang who went to the state for a night of 10 to 20 huts, Samdech Techo already knows the identity and the target. If found guilty, they will be arrested.

2) For the allocation of land to the people, the relevant ministries and authorities shall strictly enforce the prohibition on the exploitation of their land, and shall be subject to compulsory punishment.

3) In addition to rolling out land for the residents, the state will add 10% of the land for the common use of the community for use as a hive and for cattle grazing.

Samdech Prime Minister reaffirmed to the powerful and wealthy officials that they are sufficient and sufficient and that they will no longer harm the people.
